Do you mean the memory loss or the withdrawl? Though I guess for both there's no way around either. If you take joy, you'll eventually withdrawl if you don't continue taking it. If you take too much you'll overdose causing everyone to be suspicious of you. If you fill up the bar on the outside of your joy meter, you'll suffer a memory loss episode, also making people suspicious of you along with being tired, hungry and thirsty. All of these can be avoided by simply not taking joy, unless you've absolutely no other choice.
As for getting past it, just hide in a trash can, or in your safehouse, etc. You can get more joy pills to carry with you from numerous places. Pretty much every house you can enter in Wellington Wells have joy pills. Along with pretty much every civilian if you knock them out and search their body. Though you can probably get through Arthur's entire campaign by only taking 1 joy pill. You eventually get something that'll help in tricking the downer detectors.
Do you lose all of your items and wake up back in a shelter? How do you prepare for the overdose? Because I'm roughly one pill away from a full memory loss, and I want to make sure I know what I'm getting into.
Most of the time, you can completely avoid Joy. People will only notice that you're off your Joy if you are sick, or if you go through a Joy detector, or if you walk too near a doctor and they can smell you. Otherwise, people won't notice. The first time I played, I thought I had to be on it all the time in the Village areas, but it's easy to avoid.
There's also a drug called Sunshine, and you can take that instead of Joy. It will never make you sick even if you take too much, withdraw, or take it too many times in a row. You can go near doctors and through detectors with it. If you find the recipe, then you can make large amounts. Save up pill bottles, bleach, flour, and rowan berries, whenever you find them, since those are the ingredients.
