It's a reward from a secondary quest. It's called Old Soldiers.

I'm not too sure what it is used for. I'd imagine it lets you freely roam the military base? Though I never tried going back there.

As far as I know, it will be locked after compliting the main quest.

I tried going back to the Military Base with the uniform on, all it does is make the soldiers standing outside the base think you're one of them unless you do something to make them angry. They won't let you back into the main base, you can only walk around the outside freely.

huh.. mabye it was used for another quest but it went unused

it lets you walk around the border of Ravenholm without having to dodge the soldiers.
