Kate is drugged at a Vortex Club Party.
Nathan Prescott takes Kate to the Dark Room, picking up Jefferson at the gas station along the way.
October 7, 2013 - Events of "Chrysalis"
Max dreams of a storm destroying Arcadia Bay.
Chloe Price is shot and killed by Nathan Prescott.
Max's rewind ability manifests.
Max prevents Chloe Price's death.
So, it kinda doesn't matter what's going to happen after that last decision. Max still having her powers and being able to do and that rewinding puzzles again if she needs to, but she will no more being your avatar in the decision.
The game is about that Chloe is supposed to die and Max has to understand AND accept that. In another way someone's or everyone's life will be ♥♥♥♥♥♥ up. Which is exactly what happens in the "Sacrifice Arcadia Bay" choice.
That's why I choose to "Sacrifice Chloe". I was really trying to keep her alive, but was concerned about Kate and the others too. I can't just kill everyone I was trying to help. It would be selfish, exactly as Max's conscience has said.
So, you actually saved her with your own choices and speech the first time.
Later when you talk to her in the classroom for the last time you just say to her you are her friend and hug her, that isn't saving, this is just being friendly and a hug, the consequence was not your direct response...
Chloe was meant to be dead, a shot is a shot.Suicide is a decision, an "arbitrary" thing, mental state, it's not fate.
Suicide is not fate.
Dying is. There's a difereance.

This is why Kate and Victoria show up at Chloe's funeral. They respect and mourn Chloe's death because it is what exposed Jefferson and Nathan... Victoria probably felt especially ♥♥♥♥♥♥ for what she did to Kate, and that she provided support to Nathan now that she knows what he was doing.

It seems that the whole suicide attempt never happens, since Max has no messages from Kate thanking her for rescuing her.
