So, the phone is in the ''Fancy Closet'' located in Pumpkid's parent's home. To get the key, you need to trigger a certain dialogue with Josh. He will tell you he saw someone drop the key into the sewers. It's in pretty plain sight down there, just grab that, unlock the closet, and boom...phone.
