Hm... so, "Law" is the "easy" difficulty?

I just decided to try a tutorial (#5) in "chaos", and lost big time. Tried a second time, same result --- %-values are just too low to accomplish anything. Switched to "Law" to clear it no problem.

Doing #1 in "chaos" was no problem, but it didn't seem to unlock anything new so I'll leave it at that.

So, the tutorial is odd. It's actually hardest in Chaos mode early on. As the tutorial progresses, you're introduced to more and more options that help to mitigate the randomness of things. Though even with all the features, there is randomness inherent to Chaos mode that is far less in play during Law mode. Secret to sanity is thinking that, in Chaos mode, skill is measured best by your win rate over a series of matches rather than any single match. The best players are the ones who make the moves which have the highest probabilities of a good outcome over a series of dozens or more of matches even if the outcome can seem somewhat arbitrary in any given match. Thus, the tutorial in Chaos mode seems insane sometimes, even as it does a pretty good job of introducing players to some core gameplay concepts. Over time.
