What happened to the steam release of Plumbers don't wear ties?

There's plenty of H-games on Steam and they all got on here no problem. Something ain't right.

Might have something to do with PDWT having actual live-action content? I know under U.S. law, you can get away with basically anything so long as it's purely digital; additionally, live-action FMV (Night Trap) and digitized actor (Mortal Kombat) games were what got us the big morality scare and "We should make the ESRB a thing" court case, so there's that historical bias in the law.

the live-action scenes are about as risque as what we see in Night Trap, and that's a game that's already been out on Steam for about 8 years https://store.steampowered.com/app/643620/Night_Trap__25th_Anniversary_Edition/
given the abundance of explicit, adult-only porn games available that this wouldn't be an issue...the decision needs to be reviewed, as me & my friends are all left scratching our heads over how this counter-intuitive enforcement of policy can be in effect
