Or does this indeed take place between the first two games?
I think that right when Mel escapes Aperture, Portal 2 starts.
Mel comes out of Apatures front door, in the middle of a city. Given that the portal continuity is set within the Half Life continuity the city was probably destroyed during the Combine takeover.
When Chell is set free by GLADOS at the end of Portal 2 (some few hours later in continuity) She comes out of an Apature vent shaft that sits in the middle of a field.
How can you say that a field is a "totally ok" world when you can't see any signs of human life. You can't see any buildings, standing or destroyed. You don't see any people because you're in a field in the middle of nowhere!
To answer the origonal questions:
The world has fallen apart, probably due to Combine attack
Portal Stories: Mell is set immediatly before Portal 2.
Half Life and Portal > HL2 > PS:M > Portal 2
HL2 is happening (Maybe, we don't know) during Portal 2
Possibly the time between them is... 9999999999999... Error. :P
NOTE: This is my best understanding of things, so ask me any questions if need be.
NOTE2: We are assuming that 9,999,999 is the exact number of days that Chell was asleep (Thats where we get the roughly 27000 years from.) and that the unit is days since the previous 50 days was not converted to months + days.
