Maybe your antivirus is blocking some packet
Mel is basically a Portal 2 mod. So, if P2 loads and runs fine.... (I'll let you fill in the rest)
I'm not sure how mods works but when you launch Mel, Steam might try to contact SDK related files to run the mod
idk. Running vanilla Avast, so since many other people are doing the same, any problems would have cropped up long ago.
So, not Avast, and not firewall.

Enabled "Run as Admin". Same error...

Still don't know why it added it in the first place, since I was able to run Mel just fine previously [scratches head].
