Year 2 Game Breaking Bug?

I need the VIP pass but having already obtained the counterfeit machine and exhausted all dialouge options with Charlie; I cannot talk to him anymore and it appears I have no way of getting the pass. I'm stuck with just the machine. Is there any way around this or is my file ruined?

You can't ruin the game that way. You missed something! Did you talked with Velasco? The captain at the docks? Completed all dialogues with him?

Correct! After talking to Velasco, you'll know what to do
