Make sure tetris live is OFF and select battle etc... u have to crate a local party first though
This game is identacl to the ps4 in ever way
Online (tetris live) needs to be disabled though and there's bug that GameLord mentioned above that only first controller is actually useable. This basically means that right now, 2 player coop with keyboard and single controller is possible.
Press primary button from the controller (with Xbox controller, A button). Then they are added as "GUEST 1" (because PC still can't handle multiple local accounts for some reason).
If you are trying to play local game only and you are told that no bots can join, make sure Tetris(R) Live is off. Tetris(R) Live means you are going to play online, where bots can't join in. However you can add up to three local players for online game if you want, but even at release, nobody plays online and that controller bug prevents it

cool, that's local working but when I add an online friend to party and press tetris live it says bots cannot join.

Again, pretty huge oversight, especially considering both steam and uplay are required with both of them offering friendlists and multiplayer systems and that PC games are more online centric.
Those "Tetribot" under the "Tetris(R) Live" button are bots which you can add for local games.
I assumed it was the lack of players (which is funny as I remember always getting full lobbies even with the Tetris Party Deluxe DS and Tetris Axis 3DS versions) but now that I personally haven't gotten anyone else trough matchmaking, nobody else has mentioned successful online game and now you mention that you can't find each other even with simultaneous matchmaking.
