Assuming Windows, does anything show on mouse hover over the Taskbar icon?
Update: Just went in because I thought the maintenance is over and I was logged in. No issues and I fixed my settings since dlss is available now. Try a repair from steam and then through the launcher as well. I will be playing on epic for a while longer before coming over to steam so I don't know how it launches yet.
