Sorry to hear that the game doesn't work. I know this isn't an ideal situation and I totally understand your frustration at this point.

Are you getting any error messages? If so could you send us a screenshot of such an error?
The first thing I would recommend doing is taking a look at one of our troubleshooting guides[ubi.li] and following any steps you may not have tried yet.

I can tell you that the problem is not my system for sure. Every other one of your games work js, EXCEPT Shadows, and this same situation happened awhile ago with AC Unity were you had updated the launcher for that game specifically for some reason and right after that the game stopped launching all together. It would quickly show ubisoft connect window, then quickly close, followed by a shadow/silhouette of what would of been the same window popping up again real fast, but never fully does, then it closes and the green play button on steam comes back. I can take a video of what is occurring and post it to my youtube and post it here.
another issue is, the game pre-loaded on my system on the 17th I believe, and it unpacked itself two hours before 12am last night, and when i tried to play it it simply stated the ubisoft services could not be reached, and it would all close. since then, the game is still treated as a pre-loaded pre-ordered game here on my steam library, and you can even see this when i uninstall the game and reinstall it, it will jump up to %33, and then says unpacking while also installing the game? it's odd. I will post a video soon showing you what I mean.

Ok, so as i mentioned earlier, here is the video showing what is happening on my end, and it is happening to both Ubisoft Connect and Steam when trying to launch the game.
I also saw a post here in a screenshot that said you do not need the Ubisoft app to run the game outside of Steam, which is how I always had it, but I guess what caught my eye here is that it mentions there is a "Liter" version of the Ubisoft connect app that is embedded in thew steam install files for AC Shadows, so that must be what is causing the issue because all other games from Ubisoft work, AC Shadows is the only one that is not. https://i.redd.it/e5dyggl6weoe1.png Here is the screenshot.
