Everything is installed on the same SSD aswell
yeah pretty much, constantly all the time even in cutscenes
My specs are fine compared to the recommended and the benchmark gives me ~100fps with the settings i've chosen but the loading times are crazy and the cutscenes run fine but then stop to load for a couple of seconds every few seconds with the little spinning loading icon.
I notice the game itself doesn't freeze as you can still hear audio and the character's hair still sways with physics, etc.
Also, in the loading screen where the character is running around in the 'void' his audio barks when you punch or whatever play about 3 seconds after he makes the action which is strange.
I've tried all different settings from ultra to low, with ray tracing wound all the way down, still no dice.

Game is installed to the same SSD as steam and ubisoft (NVMe Kingston SKC3000 SCSI Disk Device, drive is 3/4 empty)
For comparison, I was playing kingdome come deliverance 2 a couple days ago on the same SSD with maxed out settings and no grief at all, pretty sure i dont have anything wrong with my system.
So far i've tried a full uninstall/re-install of the game, turned off all the overlays (ubi, steam and nvidia), and re-installed the most recent nvidia drivers.
This is the exact same issue I have too. I even tested everything in benchmark and lowered settings hoping it would change it but havent had any luck either and have no clue what to do to try and fix it. Game runs completely fine in gameplay but the cutscenes are same issue as you, same with when in the animus and loading I have that too
