I also noticed that when I brought up the Windows menu (in borderless window mode) the flickering in cutscenes stopped but as soon as I brought the game back into focus the flickering was constant.

its a lot worse in person, the camera doesnt capture every single flicker.
my settings are all set to ultra, except dlss is set to quality with dlss frame gen on.
