I also have the same problem. What is your pc settings? The only problem I think my pc has is that it has a gpu rtx 1060 which may not run this game on this pc. I may try another device

Mine is an Rx580, but I saw a video on YouTube of the guy with the Rx580 testing the game and it was playing and working normally.

since it is a directX error, it may have something about this. I am trying to run it as admin. Ubisoft! Come fix your thing!

So my DirectX12 is fully updated and there is no way this could be.

constant freezing and loading issues

The fix for me was that for some reason the game installed with all the files set to read only. I'm guessing it didn't unlock properly.

Right click on the game in steam, open up properties, then go to installed files, and click browse.

Then right click on the .exe and unclick the box for "read only".

Apply to all files and folders.

Then I went to the compatibility tab that should be available after unchecking read only and checked the box to run as administrator.

If you're not set to read only you'll still want to try going to the compatibility tab and checking the box to run as admin.
