I can confirm that the team is currently looking into this issue and can only apologise for the inconvenience this is causing.
In the meantime, there are a few workarounds which I would like to share that may help.
-Delete cache files in Steam[ubi.li] and Ubisoft Connect[ubi.li]
You will be asked to log in again once deleting the cache.
-Restart your PC and login to Steam. Once logged in, try to repair your storage folder, to do this open Steam client > click on Settings > Storage > click on the 3 dots on the top right > Repair Folder
-Perform a DISM/SFC [ubi.li] scan on your PC, as this will identify and repair any potential issues with your operating system.
- Launch Ubisoft Connect and Steam using admin rights [ubi.li] to ensure permissions are granted.

Apologies for the performance issues still spoiling your game experience.
Please check if you have Resizable BAR and Hardware-Accelerated GPU Scheduling enabled in your systems. If not, enable these two features for a test.
You can find step-by-step guides on how to check it and enabled it online.
Another possibility, as reported by other players, particularly those using Avast antivirus, is that Avast may remove or quarantine some game files, causing the game to stop working on their PCs.
If you use it, please test if disabling and closing it, then verifying the game files, will let you launch the game.
