Why I cannot use scouts?

I just cannot use them. I marked an objective, but no matter what button I pressed, it has no response. I can just use scouts to clear wanted status or get supplies

I turned off but after I sent out the scouts, do I need to wait to get the information? There are nothing showing up. I just want to do the achievement

You have to follow the little mini-guide on the upper-left side of the screen (quest log) that gives hints at where you need to use the Scouts. The scouts will only take effect if they are clicked on in the correct location. Once the Scouts find what you want them to locate, a new blue dot will appear.
