I'm using max quality settings with max RT settings in 1440p resolution. DLSS Quality.

My monitor is 1440p IPS 200hz refresh rate. Windows Display settings also set at 1440p at 200hz refresh rate.

The effect is particularly bad with heavy fog in winter, extremely distracting
I see you both use high refresh screens. Are you using G-Sync as well?
If yes, try disabling it and see if the ghosting improves.
Also, try lowering the refresh rate to 120Hz-144Hz for a test and try the game again.
It turns out the issue is DLSS Preset K (Transformer Model) was the problem. right now, I chose Preset E (CNN Model) the default version selected by AC Shadows. No Ghosting.
