Why sometimes I have DLSS option, and most of the times I just got FSR to choose from?

Disable gamepad (turn off when starting game).
Then turn in when you in main menu. DLSS will be visible ;-)

Update March 24th
The cause of the issue has been determined and we have identified this short-term workaround. We are working with Nvidia to properly fix the issue.

Temporary Workaround: Disabling “Steam input” for AC Shadows:

In steam, select the AC Shadows with right mouse button
In pop up window click on Properties
Then go to Controller
There, next to “Override for Assassin’s Creed Shadows”, click on “Use default settings “
And choose “Disable Steam Input”.
Restart the game
