I'm sorry to hear that you experience an issue with heavy attacks with a mouse in Assassin's Creed Shadows.
I can confirm that a similar issues is currently under investigation and awaiting a fix.
Have you completed the game tutorial and are in the main story now?
Also, can you test if heavy attacks work for you if you first press and hold the left mouse button and then left shift? This is what we have heard from other players.
Until this is fixed, please use this workaround, or if possible try a controller.

No, that's just silly. If you hold left-click first, you enter the first variation charged attack.
To make this more understandable, here is is a break down.
kusarigama - Controller
- RB = Attack with the pick side
- RT = Swing the blunt side
- Hold-RB = Heavy Attack with pick side
- Hold-RT = Heavy Attack / Twirl the Blunt Side

If your suggestion is timed correctly, it does alleviate the problem. Thank you. Hopefully you are able to pinpoint and fix the bug though
The normal shift before or at the least slightly before the left click should be as it has worked in other AC games.
As with covert and open actions.
Also, a temporary fix is to bind heavy attack to some other key, which works properly.

I'm sorry to hear that the issue still persists after the recent update. This is still under investigation. I apologize for the inconvenience.
It's just a logical error. You just need to flip 2 pieces of code around.
Rather than hold-Click -> Press Shift.
It should be hold-Shift -> Press Click
It did work for me when first press/hold left shift then click left mouse button, hold left mouse button when need to charge. But it's hard to keep up.
And my personal work around is just change it to a single key keybind. Works great in combat ever since.
Despite rebind. The hardware is just not made for it.
Can we have a recognition of this issue and if there is a bug-tracker to link to the better.
