I did not find a reasonable solution. However, I also bought the physical Collectors Edition and I also activated the included key via Ubisoft Connect. So I downloaded the game there and there was also a German language version.
So I copied the two GER-files for the German version from the Ubisoft Connect installation into the Shadows Steam directory and then I was able to select the German language version when starting the game.
Somehow the German language files don't seem to have been downloaded with Steam - at least not for me.
The sad part is having a release like this, non inclusive and with missing files
I'm sorry to hear that you were missing an audio language other then English and Japanese in Assassin's Creed Shadows.
Can you tell us what language this was?
Have you managed to resolve it by downloading the game via Ubisoft Connect?
