Anyone Know What This Damage Icon Is?

My melee expert mastery which shares the same icon is at level 0:

Katana mastery only gives +3% at level 1:

I don't have any damage bonuses from my other gear etc.

Could just be a power level or damage value (Not the same as DPS). If you change to a lower level Katana, does it drop?

It's your base DPS + gear DPS.
Just found out now after I levelled up and it went up to 51.
Unequipped my katana and it went down to 15.
My katana DPS is 36.
15 + 36 = 51 DPS.
