Cant play offline Steam Deck?

I tried multiple times (Steam Version) after initially logging in and starting online i cant start in offline ... any solutions?

you need ubi connect and account for the steam deck version? if that's so then you should know that ubi connect and login is required, its kinda like always online drm and needs an internet connection. Also DENUVO drm needs to contact the servers to validate the game, its an anti-piracy drm.
That's two reasons why the game can't be launched offline.

its Ubisoft! you need a internet connection at launch to verify you own the game. After that process you can put your steam deck into offline Mode.

NOTE: You will need to repeat process each time you login in
