I Hate this! Didn't increase Gnosis but game got harder anyway?
Around lv 14 or 15. The second map just changed on me and got so hard I'm hating the game. Im even facing elites?! I thought this was changed in Beta? I wouldn't have bought the game if I knew Level Scaling was still in. I hate games that do this. Its like the game forces you to get better at Their pace rather than at Your pace.

This is best description of the system currently in place and matches my understanding and observations. Ultimately, there are 3 difficulty triggers: 1.) gnosis; 2.) character level and 3.) area. Each area is harder than the previous one, it has more complex layouts, new types of traps, more enemies and more elites in higher enemy groups.

I started playing this long time ago when there was just scaling tied to leveling, which was completely broken and forced you to cap your level very low. The benefits of leveling your character did not provide enough benefits to justify the increased difficulty. It is much smoother experience and while I still not fully understand what effect each Gnosis level has on the gameplay difficulty, there are new areas to explore and secrets to find as a result of leveling it up so it feels fine.

So i played some more and imho no matter what the devs say, the scaling is still also triggered by leveling. Maybe its reduced , but it still exists. I have unlocked gnosis 1, and had new enemies and traps, but only after i leveled up some more did i start encountering grenadiers. The final proof came recently, when i leveled up 3 times in a row, had witchfire stashed. Now 2 expeditions in a row, i encounter spawns with multiple devourers, where as previously it never occured, 1 devourer was maximum and rare. The change is imho obvious, so the level scaling is still here. Now im still dealing with it , so so far its not to bad, but imho the mechanic is still here.

I fought him 3 times and he always spawned some guys.

I've NEVER seen him spawn anything and I believe I've fought him at least 10+ times, most likely 20+ times. I have seen itinerant portal mobs rush after him though, but that makes sense seeing as he also spawns there.

You might just have a bad roll, level up or take a placebo and it'll rearrange the level.

Once the game clicks, once you get it, most of your complaints will fade away into the fun you are having.
