I started playing this long time ago when there was just scaling tied to leveling, which was completely broken and forced you to cap your level very low. The benefits of leveling your character did not provide enough benefits to justify the increased difficulty. It is much smoother experience and while I still not fully understand what effect each Gnosis level has on the gameplay difficulty, there are new areas to explore and secrets to find as a result of leveling it up so it feels fine.
I've NEVER seen him spawn anything and I believe I've fought him at least 10+ times, most likely 20+ times. I have seen itinerant portal mobs rush after him though, but that makes sense seeing as he also spawns there.
You might just have a bad roll, level up or take a placebo and it'll rearrange the level.
Once the game clicks, once you get it, most of your complaints will fade away into the fun you are having.
