There is more than one "effective" loadout. You can make a decay or freeze build that can clear Gnosis IV no problem. You can also make a close range (Bull) build or a ranged (Serpent) build that can achieve the same "effective" result.
You are not wrong that some builds are objectively better than others and your assessments clearly demonstrate your profound understanding of the game. However, if your mindset is effective = best in slot then you are setting yourself up for disappointment in variety (insert stick in bicycle wheel meme here).
