If anyone has a handle profile to share for this game
thank you in advance for sharing
1: Go to steam settings->Controller, click on Desktop configuration.
2: At the bottom of this screen click "Browse Configs".
3: Click on "Templates" then click the first one labeled "Gamepad".
4: On the "Preview" screen, at bottom, click "Apply Configuration".
5: Close that window and click "OK" on steam settings to close.
6: Open the game config and you will see the options for full screen and window mode, click on key mapping tab.
7: Final and most importantly, click the drop down box to select joystick 1P and use the boxes below to configure directional(dpad works as well as analogue) and fire/bomb/start buttons. You have to move the joystick or dpad in the direction you wish it to be, so for up click the box then press up on dpad or stick, same for buttons( yes some people know this but its not self explanatory for every single person).
This worked for me and I have an original xbox 360 wired controller, albeit a Gamestop branded version but its years old and still to this day works. Sometimes software gets patched and settings are not set properly anymore, anyone who's ever updated windows will tell you some things get reset(cough "power settings" cough). Anyways I hope this helps someone.
Right-click the game and select Config. DO NOT SELECT THE CONFIG OPTION WHEN LAUNCHING THE GAME!
Edit: First time posting so didn't realize Enter posts right away. Anyway...
Next, select "Key Mapping" and click the top-left box to select "Joystick 1P/2P". Unless you're using 2 controllers select Joystick 1P.
As you go through each key setting, click the drop down box for each input. Press AND HOLD the particular input button/direction then use the mouse to click another input. Release the prior input and repeat until complete. This will keep the inputs from resetting (or, in the case of directional inputs with analog sticks, reverting to X/Y/Z Axis).
When satisfied, select OK. Launch the game and test the configuration on the main menu, but this hopefully will do the trick.
PS-You may have to re-do this after the game is updated if it is. My game was updated since the last time I had played it (8-9 days) and it reset my controller and screen settings. Just run through this again to fix it.

Edit: I tested this with a wireless Xbox One controller via Bluetooth.
I'm disappointed in this title in a number of ways - poor controller support, and no fit to screen options - I was trying to run this full screen on a portrait display - crashes.
Bleh, poor release. Not worth it.
This works for the xbox one s wireless model and DS4. If you are like me and have a desktop configuration for your wonderful controller that is something other then the generic "Gamepad" configuration the game config will not see your controller. This is due to the game not actually being loaded only a gui to configure the game. Best part is that after you have the controller mapped, which is easy once you no longer see "NONE" as the only drop down option, is that you can just switch back your desktop config. Just be sure if you need to remap anything you have to redo the desktop config to "Gamepad" again. Another note pointed out in a previous post is when remapping a button be sure to hold it until you select another button to map with your mouse. Otherwise just look and see what selection it makes when you press the controller button or joystick direction and just select it from the drop down list. Have to do this anyway when you get to the last button you map. BIG thanks to DocPoolio! My brain didn't think about the desktop config. Saved me from a refund mistake. To bad about Raiden Legacy couldn't be the same. Works great on the keyboard but such janky controller movement.
