Report a translation problem
I ignored joy2key and set my MadCatz SFV T.E.+ arcade stick to PS3 mode (NOT PS4), then restarted the Config.exe which finally recognised my inputs and could be set up through that. However, I also once changed my Windows drivers so that PS3 controllers were replaced with Xinput ones. So my Windows 10 recognises PS3 controllers as Xinput, which I've heard is the only thing supported by Raiden III on PC...
I just tested it, and Joy2key is working fine for me. I launched it while the game was still open in another window, and set it up in under a minute.
The default Joy2key setup already has the four arrow keys assigned to the stick. All I had to do was map Z and X (fire and bomb) to the A and B buttons on my XBox 360 wireless controller. Seriously, just two buttons and it took like 30 seconds, all while the game was running.
I guess you could map Enter and Escape to two other buttons, if you wanted, just to help navigate the menu screens via controller.
I suspect that there was something weird going on with your setup that was preventing the game from seeing your controller.
remember the Keyboard Layout !
Z is not working in JoyToKey because of change with "Y" (in some Layouts, for example)
all you have to do , is define Button A (shoot) to "Y" and all is fine
