How to Make Controllers Work
I see a lot of posts about controller problems. Here's what worked for me. #4 is key

1. When launching choose "Config", not "Play"
2. Go to Key Mapping, and Select "Joystick 1P"
3. Select the Dropdown for the control you want to set and hit the button you want to use
4. If Config Utility is not detecting your controller, go into steam controller settings, and turn off all the checked boxes for PS, XBOX, and Switch controller, then try again
5. For Arcade sticks, you'll need to toggle the stick to control the Left Stick, not D-Pad

Personally I managed to get working the Xbox 360 controller with the in built utility but I could only use the left stick for movement so I followed the method mentioned in the article and it fixed my issue.

Choose config. Select keyboard. Note the keys that are used by the game (cursor, Z, X) Then cancel back to Steam. Right click on the game and click on Manage. If Manage Controller does not appear - click on Properties. Then click on controller. Then make sure Steam Input is enabled. Then save and go back to Steam game list. Right Click on the game then click on Manage -> controller settings for the game and map the keys the game uses to your controller dpad/stick and buttons.

To add to this, during the last step you can also select: Browse -> Community and pick one from there.

Couldn't get it to work so yeah, using the steam input to simulate keyboard input was the best way. Same goes for Crimzon Clover…

i got it working with a generic controller saitek P880 . by unticking all the boxes (xbox, ps4, switch and Generic) in the controller settings. Then i click on the bottom where the controller is detect and DEFINE each button, then save it. If you having problems use the arrow keys on keyboard to save or press the Y ( top button for xbox)

I tried xbox one controller, but in the Controller Settings on steam, you have to CHECK BOX generic controller. Then on the bottom click on xbox controller and define layout, then save it by pressing Y button. Press escape, RUN Raiden, config , window mode , Joystick 1 , from here click on UP and move your analogue stick to see if it highlights it in blue. Click on Button 3 and press a button on your controller to see if it highlights in blue. Hit save and run the game, it work!

Every time the Steam client gets updated this either breaks or fixes my Hori-ex2 stick keyboard mapping support. Sick and tired of it.
