You have to change your store region to Japanese after you activated your JP VPN.

The risk of ban is only if you buy games outside of your region to your account. What people ended up doing in the past is they make a new account set in that region they want and buy games on it. They then used to family share without any risk of their main account being in danger. I am not sure if that's possible anymore with the current family share system. As it stands now there will likely be no way for fans outside of Japan to purchase this game without skirting the rules on steam unless you import a PS5 copy. KT still seems too afraid to release this game to the west despite the massive success of Stellar Blade.

Forget stellar blade , baldur's gate 3 has full nudity , nothing hidden at all and it gets a world wide release , so VV Prism has no excuse for not releasing everywhere

It's a trick to that You connect to VPN then close everything then open your internet browser. Go to DOAXVV PRISM SteamDB you just try repeatedly to go to the steam page. once it works without giving you the region bs then you are fully VPN'd then add to your steam wallet or use paypal from Steam not the browser. Once you login to steam add the funds or use paypal then try again. It's very weird DOAXVV works but not prism...

U need to use local payment method to buy the game, steam don't care VPN anymore its free to use
