You'll want to right-click each .ini file in the File Explorer, choose Properties, and if there's a checkmark in the Read-Only box: remove it.
I checked the configs, and indeed some of them were set to Read-Only. Fired up the game, and tried reassigning the controller, but sadly it still does not register any input from it, while still being recognized. So no change...
(Also not to mention it reset my resolution back to sub-1080p...)
So, once your settings are the way you like and everything is working, you'll have to edit the resolution again manually in the GridEngine.ini file and then set it back to Read-Only after you save it. To now deliberately prevent the game from making any change to your resolution setting.
Meanwhile, can you try again and load up Evolution, enable the controller (gamepad) in the settings, and then click Back at the bottom of the settings menu with the mouse? After you select Gamepad in the menu, the controller won't immediately be enabled. You have to leave that menu by clicking Back, and then it should activate.
If it still doesn't work, can you press the Home key on the keyboard? The Games for Windows Live overlay should appear. Can you navigate the GFWL overlay with the controller? Does it respond?
If you can navigate the overlay, then the controller is obviously fully working. So it's only the game that's not responding to it. But if you can't navigate the overlay, that narrows things down to the controller not working properly yet.
Turns out that now my mouse will not react, yet my keyboard will. That's most likely due to the input set to "controller" mode.
I tested it earlier, and tried once more, the Home/Origin key on my keyboard does prompt GFWL, but controller's Xbox, Home, and Back button don't do a thing, just like the other keys.
I can also rule out the controller buttons having no electrical continuity, and the driver problem, as pressing the Xbox button while not in game does prompt W10's game bar (now deactivated of course, but doesn't change a thing in game), and a small Xbox status bar. Therefore can confirm my controller is itself working.
One way to confirm for sure the controller is working 100% properly:
- From the Start menu, search for the Control Panel (do a search in Cortana if on Windows 10) and click on the Control Panel icon. Click on Hardware and Sound, then click Devices and Printers.
- There should be an icon for your Controller. Right-click that icon, then click "Game controller settings" on the context menu. Your 360 controller should already be highlighted as an installed controller. Click the Properties button.
- A window will appear, with the Test tab already selected. Here, you can try the sticks, d-pad, buttons, triggers, bumpers, and see if they all work.
If everything works, then I'm not sure what the problem is in Evolution. I had an instance where the controller would not work for me. But that was because I forgot I had the .ini files set to Read-Only, so changing the settings for input in the game didn't get saved.
One of Microsoft's troubleshooting steps for a 360 controller on Windows 10, suggests trying a different USB port. *shrugs*

I've got a sneaky feeling it might be caused by the last W10 update when it introduced the new Game bar, however it would have affected you too provided you did the update, right ?
Maybe it has something to do with how the Steam client is handling controller input? Steam now has the ability to take control of controller inputs and override any game's handling of input. In my case, I have Steam's handling of controller input disabled for Evolution.
I went into Steam's Big Picture mode > Library > Recent > TRON Evolution > Manage game (on the left side of the scren) > Controller options > Use Steam Configuration for Non-Steam Controllers > Set the drop-down menu to "Forced Off" > OK.
Ruled out the whole W10 update issue, as we both have same update.
Maybe GridInput.ini somehow became corrupted, and letting the game re-create a fresh version will help? Who knows.
There's also a DefaultGridKeyBindings.ini file in the SaveData > 0xXXXXXXXXXXXXXXXX folder, but I don't think it applies when using a gamepad/controller.

Weird tho that the controller only triggers pas a certain game state... Who was the brilliant engineer at Disney who thought of that ? :/
