afaik higher bait tiers just allow you to catch higher star quality fish. first bait gives you 0 star fish, second bait 1 star fishe, third bait 2 star fish etc etc. stuff like rod upgrades and lure affects bite chance and type of fish caught but not bait tier afaik

It's explained when you hover over the bait in the tacklebox. I haven't reached every type of bait yet, but from what I can tell upgrading from the worms lets you catch more than just tier 1. Every new bait also allows for catching the next rarity of fish (denoted by stars; more difficult to catch, but also worth more)
