why? Any help?
Try to copy scenery.cfg from C:\ProgramData to
Letter:\Steam\steamapps\common\FSX\
<?xml version="1.0" encoding="utf-8" ?>
<FTX_Settings>
<FSXRegistryKey>HKLM\Software\Microsoft\Microsoft Games\Flight Simulator\10.0</FSXRegistryKey>
<FSXRegistryValue>SetupPath</FSXRegistryValue>
<SceneryCFGLocation>Microsoft\FSX</SceneryCFGLocation>
</FTX_Settings>
Well the answer to that is they sell it because it is excellent scenery and is easy to install so long as you have the correct set up which most people do.
Judging from what you have posted on the other thread your problems clearly stem from not having cleansed your computer of the original boxed version else you wouldn't have had to rename folders. There are suggestions on the Orbx forum (in the Steam Edition section) but if these don't work I can only suggest you post a specific request there. Far better, I would say, than asking here.
If you didn't have the boxed version then I'm not sure why you would have had FSX:SE folders as you mention on the other thread. Installing the Steam version would have created FSX folders instead. And then Orbx would have installed without problem.....as it did for me!
It also created the following dll.xml within FSX-SE:
<?xml version="1.0" encoding="Windows-1252"?>
<SimBase.Document Type="Launch" version="1,0">
<Descr>Launch</Descr>
<Filename>dll.xml</Filename>
<Disabled>False</Disabled>
<Launch.ManualLoad>False</Launch.ManualLoad>
<Launch.Addon>
<Name>ObjectFlow.dll</Name>
<Disabled>False</Disabled>
<ManualLoad>False</ManualLoad>
<Path>D:\Program Files (x86)\Steam\steamapps\common\FSX\ORBX\FTX_AU\FTXAA_ORBXLIBS\Scenery\ObjectFlow.dll</Path>
</Launch.Addon>
</SimBase.Document>
EDIT:corrected folder name.
>>> If you never had a previous boxed version installation, FSX Steam will **not** create a FSX-SE folder, but a FSX folder. <<<
ORBX installer does not care about that, and creates a dll.xml file in FSX-SE if it sees an FSX Steam version.
So in this case, the dll.xml is wrongly set up, ORBX creates an FSX-SE folder and a dll.xml file, and puts the code for ObjectFlow.dll in there.
But FSX Steam will never read that dll.xml !!
So you need to place back this code added by ORBX into the correct dll.xml which is in FSX folder.
Full thread I started and ORBX reply here on the ORBX forum, hope you can read it but might need a forum registration first:

C:\Users\<your username>\AppData\Roaming\Microsoft\FSX
I have only installed FX Steam Edition (i never had boxed version).
... path can be determined by right-clicking on FTX Central and selecting open file location.
