In any case the DLC are in the majority those of third party developers and were never directly developed by Dovetail.
If you're looking for a couple of nice map applications the following may assist.
Mapping Tools and Flight Planners:
Lets face it, the standard flight planner built into FSX-SE might have been OK back in the day, however nowadays there are much much better alternatives.
Enter G-Plan and Little Nav Map, both are flight planning and mapping tools that can be used to build, save and export a flight plan, as well as also display as a moving map showing your own and AI aircraft on their main map display.
I didn't realise what I was missing till I began using these tools, either are a must have item.

In P3D itself I typically have the GTN750 installed into the aircraft or as a popup, and the GTN features a moving map, it's same as what I had configured for FSX-SE.

err, no, not at all. The mapping apps are completely separate to the GTN.
The GTN750 is a fully fledged unit and it actually runs the Garmin GTN Trainer software so you end up with almost an actual Garmin GTN750 integrated into FSX/P3D.
Most GA planes include the option to install it directly in the dash, and for those that do not the unit can be assigned in a popup style.
Have a look at this vid, in it I startup the GTN, select a flight plan, disable TAWS (because it is so annoying at times) and switch to map. The flight plan itself was generated from Little Nav Map.

Not at all, the GTN and GPlan are totally separate apps and have nothing to do with each other.
If you are talking about GPlan somehow displaying a map inside of the sim, then that's not going to happen. GPlan and Little Nav Map are both applications that operate outside of the sim.
I have the GTN inside the sim for the simple reason of I like it, but I don't need it to have GPlan or Little Nav Map display a moving map.
To have an operational moving map on GPlan just connect GPlan to the sim.
On P3D and FSX GPlan will use sim connect so make sure you have all the sim connects installed.
Options -> FS Connection for configuration and there should be a button on the toolbar for connect/disconnect. Have a read of the help docs for the info, section 17 should have all the good info.

Your best path is to try to contact the author/designer/producer of the addon in question and request support directly.
And yes better to buy outside of Steam in reality.
