Report a translation problem
FSX is 16 years old and did not know about nor have to deal with modern Windows Protected Folders System (WPFS) first introduced with Windows 7. When FSX was created there was no Windows 7 or WPFS and FSX needs access to folders that once were not protected by WPFS but now are. This is why the Steam client software, the installing user, and the FSX.exe executable all require administrator privileges.
Solution for Side by Side error in FSX:
1. Make sure you are logged in as an administrator and;
2. Re-run both the 32bit and 64bit "2005 C++ redistribute-able" installers again. Steam places them on our own computers at;
"C:\Program Files(x86)\Steam\steamapps\common\Steamworks shared\_commonredist\vcredist\2005"
(Note the space " " between the words "Steamworks and "shared" in the path)
The filenames inside the "2005" folder are "vcredist_x64.exe" and "vcredist_x86.exe".
Run/install both of them.
(Note: If you installed STEAM on another drive ADJUST the path accordingly.)
3. Verify in Windows Control Panel, Programs and Features applet to ensure they both are installed. Listed as:
Microsoft Visual C++ 2005 Redistributable ....version 8.0.61001 and
Microsoft Visual C++ 2005 Redistrubutable (x64)....version 8.0.61000
4. Start FSX.

no problem with Windows 11 PRO ..all old Windows Vista ADD'ons works great. No problem with setup Tahiti X, Africa Airstrip X or Tongass Fjords from Windows Vista and many other Add'ons from year 2007 and up

check this... (testet, works with Win10 22H2 and Win11 22H2 (23H2 not testet))
1) install: msxml4-KB2758694-eng.exe
2) after first FSX install - check: rename folder CommonRedist to _CommonRedist
3) Start FSX again
