Boston Virtual Airlines is one.
msflights.net is another and also has a 24/7 server which you can connect to via the steam lobby.
I myself control (hence the name) usually on the msflights.net server.
Feel free to add me as a steam friend so you know when I'm on and when ATC may be available.
If you use the boxed version of FSX, you can check here: http://www.fsxbeyondgamespy.com. The website provides a listing of all of the major ATC communities that are available. The "FSX Direct Connect Communities" are only available for FSX. However, most of the "3rd Party Connection" communities would be available for FSX: Steam Edition as those communities use their own connection software.
If you use FSX: Steam Edition multiplayer, the only established community we are aware of is msFlights.net, which the previous poster just mentioned.
I'm controlling today on the msflights.net server and should be on for most of the day.
Anybody looking for ATC that would like to join me, I'll be using Teamspeak 3 for voice.

If anybody else is looking for realistic ATC the best thing to do is to join one of the groups mentioned above.
You'll then be able to see when there is an Active ATC in those groups.
Most groups will use Teamspeak 3 for voice.
Also a RW pilot. You might want to check with the guys at http://www.elitepremairvirtual.com/home.html - they do ATC on Steam, FSOpen and VATSIM so probably know how this works. I have also been 'worked' by ATC_ROO who 'gives good session'. One problem we have run into with Steam is the voice coms - begin to break up if there are more than a few on and some have reported not being able to change from the default frequencies using the usual mouse-to-display method. Can't blame ATC_ROO for sticking with TeamSpeak since voice quality (although pretty good in FSX-SE but becomes 'broken up' as I said earlier) in the FSX FSOpen sessions is really poor.
