Report a translation problem
The FSPassengers stuff is only shown when you are in-game, that is, after starting a free flight. Then you can find the FSPassengers menu on the top bar, at the far right.
Also did you download the latest Steam compatible FSPassengers from their website? FSPassengers no longer installs itself in the FSX folder, but in the public/documents folder under your User.
Could also raise the question in the FSPassengers forum. It's not the most active, but it has experienced people who might help.
I just ran into an issue myself where FSPassengers disappeared from the top menu.
During the update of GSX I was forced to download the GSX stand-alone updater. When I ran that it changed a .dll file... (blm.dll or some such). Apparently this causes issues with FSPassengers.
After having updated and got GSX running I took a backup of the Database folder in the FSPassengers folder (that is the folder where your pilot and company info is stored). Then I uninstalled, and reinstalled FSPassengers.... and copied the Database folder back into the FSPassengers folder.
Switched on FSX again, and voila, FSPassengers menu was back.

There is no FSPassengers anything there (nor has there ever been as far as I know).
So you have to go to Free Flight, then start a flight (don't bother with any settings, just click on Fly Now).
Once you are in the game you go to the menu bar (right click anywhere and unselect Hide Menubar if you have it hidden) then find FSPassengers tab.
This is how I have always done it, and still do it in FSP2015.
Once in the game you load an aircraft via the FSPassengers menu and it will load the aircraft you last played and it's position in the world. So even though you hit Fly Now with the Airtrike at Friday Harbour, it will still load your FSP registered aircraft which could be, as an example, in Anchorage Alaska.
If you have no aircraft in FSP yet, then you need to select the aircraft you want to buy, move it to the location where you want to fly passengers from (Use Go To Airport option), then buy it through the FSP menu.
