Report a translation problem
Is this the default aircraft? When you load an aircraft for the 1st time do you get a security warning window pop up asking if FSX can run cessna.dll or something similar?
in this example my install is on my E: drive
there are actually (4) simconnects in FSX:SE
E:\SteamLibrary\steamapps\common\FSX\SDK\Core Utilities Kit\SimConnect SDK\LegacyInterfaces
3 of them are in the legacyinterfaces directory in each of the following directories
FSX-RTM
FSX-SP1
FSX-XPACK
the 4th one is located up a level in the LIB directory
this should correct your issue
I think this is related to the .dll permission that should pop up but apperently you are not seeing.

On topic, if you look in your FSX.cfg there is a section labelled....
[Trusted]
Below that should be a list of any .dll's you have given permission to run. These will not produce another warning asking for permission. I would list mine for you to copy and paste but they appear to have a checksum type string in them and that probably means it's unlikely to work.
The other scenario is the [trusted] section of your fsx.cfg file as stated above.
