Report a translation problem
make sure AV disabled and UAC is off
in steam, make sure you are running as admin
put your mouse on library and select games
right click microsoft flight simulator steam edition on upper left of screen(its blue)
click properties from the dropdown
click local files tab at top of properties dialog
check current build id(should be 490932)
click VERIFY INTEGRITY OF GAME CACHE
this will check local install and replace corrupt/missing files

I also found the culprit it was Taffic X and Traffic 360. When I installed each program it noted that the installation occurred. However, when I went to the library, there was no entry for Traffic X and Traffic 360, which there is when the products are installed into the boxed version. What I did to cause the problem was to manually add the "airport facilities" to the fsx library. After I performed this operation I get no other aircraft at the gates.
Question is Traffic X and Traffic 360 compatible with the steam version? If it is compatible should I uninstall the boxed version?

It's not really clear if you've fixed your problem or just hidden it. I've not used TrafficX for a while, it was 'ok', never tried Traffic360 but I have used Just Flight support and they've always been really helpful

also there are civ and military add on packs of traffic from JustFlight which add some traffic and don't require the 360 base package to use
and then there's free options from World of AI, IceAI and I'm sure many others.
You'll see threads where people argue which is the 'best' - and the bottom line is this;
FSX is a flight sim, not an air traffic sim so any attempts to get it to be a traffic sim involve some sort of compromise or fudge to make it work. All of these traffic options work slightly differently and none of them is perfect but they are all pretty good.
You really need to know what you want from a traffic add on so you can find the best option for you. You can even combine them, so you can have UT2 adding in big jets while MyTraffic handles GA. Or you can have VoxATC manage all your installed Traffic360 planes.
But if you're not careful you can end up with no traffic at all or a horrific chug fest so my advice is to do some googling before you buy or install anything.
The first time i installed 360 I had so much traffic that AI planes would dissappear on the taxiway in line to takeoff because they'd time out before they got to the threshold.
ICE AI uses freeware AI repaints, models and flightplans downloaded from places like flightsim.com / avsim.com and included in their installer without the permission of the original Designers and Developers.
ICE AI violate the copyrights of the freeware developers.
They did not create any of the AI Flightplans or plane repaints. They went to web sites and downloaded the work done by other developers and now bundled it using their name and saying it's their own work.
They have also renamed many of the files to hide the true identity of the FP's, AI Plane models and the aircraft FD's.
