Try not to double post, it clogs the forum up.
That is not correct. You can add any approach from the past present or future.
The NAVAID's and Jeppesen chart cutoff date was April 2004. Any updates to the database is done by the user that needs the new navaids.
If you want to fly SID and STAR's that have missing navaids then add them.
I suggest you get Airport Design Editor at the following link http://www.scruffyduck.org/
One of the tools included in ADE is the Approach Mode Editor that takes any approach chart and adds it to the FSX approach records. I took your Jepp chart and added all the missing Terminal_Waypoints and the RNAV 13L to KJFK.
After adding the Jepp chart using ADE it looks like this

In FSX if I now select the RNAV 13L in the GPS it looks like this

In this picture I load the RNAV which shows all the terminal_Waypoints that I added and the order they will be flown as TF legs which makes up the approach course.

Once the approach is loaded into the GPS we now Activate it so we can slave the GPS to the autopilot (as an option).

Hello!
I'm trying to build an ILS approach with ADE, but it seems the only existing tutorials are on fsdeveloper site, now unfortunately down...
If you're still there, or someone else who can help, you say ADE can take any approach chart to add waypoints and other things. How can I do this, I can't find any option in ADE.
Would you please write a little tutorial?
I can read charts, I only need some help with building approaches.
