I recently watched a YouTube video about FSX. In the video the pilot had various Points of Interest and Airport tags displayed. Is this available in FSX or only available in FS 2020

It's an MSFS 2020 feature. I don't know of a way to enable POI's in FSX.

Many years ago there was at least one third-party addon for a version of MSFS prior to FSX (FS 2002 as I recall) that added labels above POIs. Maybe there is a similar product for FSX?

The product I remember was probably FSDiscover. The only information I can find about it says it doesn't work with FSX Steam Edition. Here is a product spotlight:

Thanks for that. Shame it's not available, it seems to have been what I was looking for!

I found it at two vendor sites priced at just under $10 USD. And there is a free demo you can try.
