If the weather outside the plane matches the weather in the Active Sky map and you can get the ATIS information on 122.0 that matches what you see, then Active Sky is working.
When you run Active Sky it appears to be automatic that the sim uses that weather no matter what the weather options set themselves to. I wouldn't recommend changing the weather options in that case.

I'm using this with P3D v4.4 and you do have to start the main program from the desktop shortcut at the beginning of each session if you want real weather conditions, then you can minimize it and let it run in the background from the taskbar.
There may be a way to launch it automatically when you start the sim, by changing the settings within ASN4 when it's running, but I have chosen not to do that because there are times when I may want little or no weather for when i'm testing new aircraft or sceneries etc...
If I am starting from a saved flight that had ASN running at the time I saved it, the previous weather from ASN is still active, at least in the local area, even without ASN running.
If I need standard conditions for a flight test or something I leave ASN off and set the weather manually.

I just tested it out of curiosity. Yes it does.
