I don't think so.
It's been a while since I installed ORBX (I have the full suite) in FSX SE, but FTX Central should install and update your scenery library automatically. It also installs in the correct order unless you've manually changed the settings in FTX Central. You should leave these at default unless you know exactly what you are doing.
The in game scenery or in the program files
Start FSX SE and go in to the scenery library, then see if the ORBX files are present and checked off. I wouldn't go messing with the scenery cfg file in program data/Microsoft/FSX unless you know exactly what you're doing.

I meant the in game scenery library under Settings. As the others said, don't mess with Scenery.cfg. It gets updated by FSX each time you check or uncheck, add or delete a scenery item in the scenery library. Sometimes people get theirselves into trouble when they physically delete a scenery from their hard drive before they delete it from the library inside of FSX so be warned, don't ever do that either.
