Correction, it does indeed ask me for user account control, aka admin rights. Been using it so long I don't even notice it anymore. I wish there was a way to play without it, but that's how it is unfortunately.
This will allow the O/S to ask for elevation of your account when it is needed without needing to Run As a different admin which causes the Steam Client and FSX-SE not to be able to "see" each other.
Alternatively there is a way to run as a standard user without needing admin rights (I run my FSX-SE this way), you'd need to edit the fsx.exe xml manifest and configure the folder/file ACLs so that a standard user can write/delete as well as read.
If the above is all Greek, option 1), would be the best choice.
The how tos are all in the forums here on Steam, just need to search and apply.

For example: a while back ransomeware was a common security problem. I know that in at least some versions of it both people running as admin and non-admin were affected. But those running as non-admin could simply reboot and log in as different user and clean up the infected files whereas those running as admin had their system files and UEFI/BIOS corrupted and would always boot into the ransome ware screen regardless of what user they used.
This is because although the nasty that installed the ransome could for example exploit a flaw in your browser to run a process it still would only run as the user that was running the browser and would be unable to touch any of the system or other user's directories unless the user was an admin.

Nobody else gets to touch it.
