How do I turn off the annoying..
Radio Voice repeating the weather and airport conditions
JUST the voice not the rest of the sound..(I know about the "Q" key)

You're tuned to the ATIS.
(Automatic terminal information service)
Press Scroll Lock and the ATC window will open, tune the ground controller.

The accent key, the key left of 1 on keyboard, brings ATC window in view. The numbered lines are the current choices.

What you are hearing is the Air Terminal Information Service (ATIS). Your radio is tuned to that frequency. You can either change the frequency manually, or you can toggle the Air Traffic Control (ATC) window on and off by holding down SHIFT and tapping the ~ key. Once you can see the ATC window, change frequency by selecting Ground or Tower, whichever option you are given.

Switch the frequency by clicking on the Standby toggle switch on comm 1.
