Why don't you just move your Hard Drive to the new PC?
It would be very helpful to have a copy of your current FSX-SE installation including the FSX folder from APPDATA/ROAMING/MICROSOFT and the FSX folder from PROGRAMDATA/MICROSOFT. I have done this just to have a backup for worst case scenarios

If it's on Steam then all your purchases will be saved. You can just redownload it into your new computer, that is what I have done in past experiences.

When I got a new computer I just rewdownloaded everything and did a fresh install. Took a while, but I think it was good to not copy over unnecessary files.

That is good for Steam DLCs but any non-Steam content will be lost. I speak with prior experence of changing to a newer computer and done a complete install of my Steam purchaces but my non-steam content and proven FSX setup was protected by doing what I recomended

I didn't have that experience. Nearly all my add ons aren't Steam DLC as I prefer to purchase from other vendors as it allows cross platform use. Nearly all of my purchases were made through flightsimstore.com. And also Orbx Direct as of late since it changed from flightsim store. As long as you keep your login details for each site you purchased from, you will be able to re download your purchases from your 'purchase history'. I did this a year ago when I upgraded to a new computer without any issue at all.
