How to speak ingame?

I am trying to use CAPS to speak, doesn't work.
I have my frequency set to the right one.

Try holding caps lock and shift at the same time to broadcast across all frequencies.

To talk you use Caps lock and you don't need to use a set frequency to talk to anyone. No one knows how to set that up.
