So after finding this in a google search, as I was also wondering this after having played the Find the Baby Elephant Park Patrol mission where you have to practically be right next to the truck in order for it to appear; just under 0.1nm actually. I set it to what SlingBlade5 suggested and it did improve to where the truck would appear around 0.2 - 0.3nm away. Not completely satisfied with this result I tried lowering smallpartrejectradius to 0.25 and suddenly I was able to spot them from a reasonable distance.

Also, to avoid another google search for others, here is where you can find the fsx.cfg:
Win 7: C:\Users\(Your Windows User Name)\Appdata\Roaming\Microsoft\FSX

Thanks for the info SlingBlade5!

Apparently to have the proper effect of the SmallPartRejectRadius you set it to 0.

A compromise between drawing load and details accuracy, as SmallPartRejectRadius is the minimum size in pixels for an object to be drawn by FSX
