Mentioned problems are not relevant to DX10. I thing your DX9 is not properly configured on W10 - go to FSX folder and then into _CommonRedist. There is DirectX, Jun2010. Run DXSETUP. It will install DX9 runtime libraries.
But, back to DX10. Fixer is not needed. Steve did some shaders which are for free on AVSIM. Search for shader_release_v3.2.3.zip file. This shaders will solve missing textures problem, but old FS2004 aircraft and sceneries doesnt work properly. For this you have to buy paid Fixer which have many possibilities for fixing problems and adding/controling effect like lights, shadows, bloom, reflections and so on..
Will running DirectX, Jun2010 and see if I can stay in full-screen mode when making changes and/or selections in FSX menu.

You will use FSX in a pseudo full screen and won´t see any difference. You can toggle the viewing mode using the key: window button + 11
Some questions are being avoided or ignored, for instance, what is it with dual screen issues, WinX has a bar on each screen which is totally incompatible with FSX SE for those that use their second screen for GPS and such.
WinX is almost ready as an OS, but it's not going to be compatible with every game, neither was the OS before it, or the one before that . . . We'll only get the resolution when they can be bothered to find it, till then, someone somewhere will always be having problems with FSX.
I did get FSX SE working with WinX, but the second monitor was useless. I reverted back to Win7 and the second monitor is now fit for purpose. . . the common factor there is ;)
