I even have edit's to many aircraft.cfg files and other system files and moved all my traffic files to one location as scenery and many other complex system edits. And as you say I have different aircraft and scenery addons some that were manually installed and aren't registered with windows and some had installers and do register (show up in Programs and Features/Add Remove Programs applet).
To clean install Windows 11 and NOT Start over with FSX also you must be an expert in FSX folder/file structures and understand the type and location of all your add-ons.
I have a very complex and highly modded system spanning multiple drives so when I upgraded from Windows 7 to 11 it was a combination of a clean install then overwrote the clean install with my backed up FSX files including the entire FSX folder and it's subfolders and all my Microsoft Flight Simulator Files under my Docs and all of my non-Win registered add-ons stored on drive C: as they would be wiped out. And the hidden files scenery.cfg and fsx.cfg and others. That way all scenery and all configuration changes come back except the add-on's that register themselves with windows. All those I re-installed separately. Including Active Sky Next for example. I don't recall but I'm sure I had a few other things to work on but in my case this saved me hours and I would have lost a lot of changes I didn't even remember I had made over the years. But again you must be expert on FSX topology and your add-ons as well to do it this way.

I think I'll try an upgrade and see how it goes, if it goes wrong, I know what I will be doing for a while.
I assume Win11 will allow me to delete any programs (scenery etc.) that were installed in Win10
