Your's MAY point to a different scenery area, but just check to make sure that the folder mentioned after "Local=" exists, and has files in it. In my example, I checked the folder "C:\Steam\steamapps\common\FSX\scenery\Cities\StMaarten\", and it indeed has 2 folders, Scenery and Texture. Both have files in them.
Be sure to check the entry for scenery area 119 as if that gets messed up, FSX might think 120 is the problem. If the beginning of area 121 is messed up, it may also do the same.
So in the above example (assuming a default Steam installation) Local=Scenery\Cities\StMaarten is refering to C:\Program Files (x86)\Steam\steamapps\common\FSX\Scenery\Cities\StMaarten
This can be important if your scenery.cfg is referencing software that isn't installed within the FSX folder, the full path must be entered in such cases.
